Constitution of the DMACC Pioneers
ARTICLE I
NAME and PURPOSES
Section A. NAME
The name of this organization shall be the DMACC Pioneers.
Section B. PURPOSES
1. To provide financial support and services to the students and the college.
2. To provide opportunities for members to maintain contact with the College and to remain informed concerning its continued development.
3. To promote continued friendship and fellowship among members.
ARTICLE II
MEMBERSHIP
Section A. Regular Membership
Any person who is an early or regular Retiree or one who has left Permanent full or part time employment with the College after a minimum of five years of such service is eligible for Regular Membership.
Section B. Associate Membership
Individuals who have rendered significant services to DMACC over a period
of time, a minimum of five years, and who were either long-term temporary
or adjunct employees, Ex-DMACC Board members, or Department of Education
retirees.
ARTICLE III
STRUCTURE OF THE ORGANIZATION
Section A. Officers
Officers of the DMACC Pioneers shall be a President, Vice-President, Secretary,Treasurer and Immediate Past President.
Section B. Planning Council
The membership of the Planning Council shall include the President, Vice-President, Secretary Treasurer, six members-at-large-and Immediate Past
President.
Section C. Relationship with the College
It is essential that a close working relationship exist between the DMACC Pioneers and the College. To facilitate this relationship, the President of the College shall appoint a member of the College staff to serve as Liaison Representative. Such appointment shall be a continuing one until a new appointee is named. The Liaison Representative shall serve as an ex-officio member of the Planning Council.
The College provides assistance and support to the Pioneers in a number of ways, including but not necessarily limited to:
1. Arranging facilities for regular meetings of the Planning Council and for DMACC Pioneer group functions as appropriate.
2. Processing of financial transactions through the College financial system.
3. Providing secretarial and/or clerical assistance as needed to conduct the
affairs of the organization.It shall be the responsibility of the Liaison Representative to coordinate services in these areas and to assure compliance with all applicable policies and procedures of the College.
Section D. Rules of Order
Robert’s Rules of Order Revised, by Henry Martin Robert shall govern the proceedings of the organization unless otherwise specified in the By-Laws.
ARTICLE IV
AMENDMENTS
Section A. This Constitution may be amended by a two-thirds vote of the Planning Council followed by approval of 60% of those members in attendance at the meeting in which the vote is taken.
Section B. Members of the DMACC Pioneers will be notified of proposed changes to this Constitution through an announcement in the DMACC Bulletin for two publications.
BY-LAWS OF THE CONSTITUTION
OF THE DMACC PIONEERS
ARTICLE I
MEMBERSHIP
Section A. The Planning Council shall be responsible for membership promotion. .
ARTICLE II
NOMINATIONS AND ELECTIONS
Section A. The Planning Council will supervise nomination and election procedures.
The Immediate Past President will chair the nominating committee.
Section B. Officers will be elected to two-year terms.
Section C. Members-at-Large will be elected to two-year terms, with three being elected
each year.
Section D.
1. A general announcement of the upcoming elections will occur at the April
meeting.
2. Election of officers and members-at-large will occur at the May meeting. Voting for the nominees will be by members present at the May meeting, with the nominee for each office receiving the plurality of votes being declared the winner.
3. Rotation of officers for the election process: President, Vice-President and 3 members at large will be elected in even years, Secretary, Treasurer, and 3 additional members at large will be elected in odd years.4. Newly elected officers and members-at-large will take office on July 1st.
5. In case of a vacancy in an office the President will appoint a member to fulfill
the unexpired term of office with the approval of the Planning Council.
ARTICLE III
COMMITTEES
Section A. The Planning Council will establish such committees as needed, both standing and ad hoc.
Section B. The President of DMACC Pioneers will appoint committee members.
ARTICLE IV
MEMBERSHIP DUES
Section A. No dues will be assessed to members of the DMACC PIONEERS.
Instead, members will be expected to make financial contributions and/or
participate in fund raising activities and student related activities to support the Pioneers Scholarship Program and the Special Projects Fund.
ARTICLE V
AMENDMENTS
Section A. Any provision of these By-Laws may be suspended, altered, or amended by majority vote of the Planning Council and approved by a majority of members in attendance at the meeting in which the vote is taken.
