Job Keywords:  GIS government county planning zoning ESRI Arcmap   Job Description:   The Marshall County Planning and Zoning/Environmental Public Health Department and the Marshall County GIS Department would like to hire a shared intern/summer employment position. This will be a temporary position that would not be eligible for IPERS or other employment benefits. Marshall County and the departments within pride themselves on the use of a wide variety of current technology. The successful candidate would have access to Marshall County’s five person IT department and two person GIS department. Marshall County uses ESRI’s ArcView, ArcInfo, ArcSDE (Microsoft SQL) and ArcIMS software products for our GIS applications. Current GIS projects range from infrastructure inventory to analysis in nature and are being developed for deployment on the internet, intranet and/or via mobile devices. The successful candidate would spend approximately 50% of their time on planning, zoning and environmental public health projects. The balance of their time would be spent on a variety of projects for, but not limited to the Marshall County Conservation, Engineering, Emergency Management, Attorney and Assessor departments. It is preferred that the successful candidate have experience with ESRI’s ArcView, ArcEditor and/or ArcInfo. That experience should be with versions 8.x or 9.x of the ArcGIS software. It is also preferred, though not a requirement, that the successful candidate have a background in Planning and Zoning, a good working understanding of relational databases and experience with GPS equipment. Additional skills in web design, Microsoft SQL, programming languages and open source products such as Linux will be considered in selecting the most qualified candidate. The hourly wage will be $9-$12 per hour. This will be negotiable base on the candidates experience and qualifications. We are currently considering a minimum of 8-10 weeks at 40 hours per week or a minimum of 320 hours over a longer period of time. We are currently pursuing another source of funding that may allow us to offer 10-12 weeks of employment based on a 40 hour week. We are willing to consider flexible hours such as four (4) ten hour days for convenience and/or to reduce commuting expenses. The employment starting date is flexible depending on the student’s availability and funding balances for each department’s FY2009 budget that ends June 30, 2009. The balance will be paid out of the FY2010 budget starting July 1, 2009. 1. Performs a variety of duties involving design, drafting, mapping, property records, record keeping, and survey work. 2. Performs underground electric and natural gas distribution utility locates as requested through the Gopher State One Call system. 3. Acquires new easements and verifies existing easements. Prepares service/rental agreements, and permitting associated with Hutchinson Utility Commission facilities and projects.
4. Provides technical and operating information to all divisions and maintains all departmental maps, drawings and technical data utilizing MS Office, AutoCAD and/or ArcView software. 5. Establish a Geographical Information System (GIS) for electric and natural gas divisions. Coordinates these efforts with the City of Hutchinson Information Technology and GIS personnel. 6. Attends meetings and participates as directed in matters pertaining to the planning and construction of facilities. 7. Complies with all relevant aspects of the Natural Gas Division’s Operation and Maintenance Plan, Emergency Plan, Drug and Alcohol Plans, and the Operator Qualification Program.  8. Dubuque County Highway Department has a fulltime permanant union position opening as the Assistant to the County Engineer.  Applications must be turned in to:  Iowa Workplace Development Center, 590 Iowa Street, P.O. Box 757, Dubuque, IA 52004-0757, Telephone 563-556-5800 Ext 114 (Charlotte).  GENERAL DESCRIPTION OF WORK:  Performs difficult technical work involving roadway, structure and culvert design. Also project inspection and related work as required. Work is performed under the general supervision of the County Engineer. Supervision may be exercised over technical and clerical assistants.  Any combination of education and experience equivalent to graduation from high school, supplemented by college level courses in civil engineering or related field and experience with property plats or CAD programing, with experience in Autocad and Eagle Point software preferred.
